I don't think it's possible for a non idiot to get power. In order to win an office like that you need to be pretty good at being a politician, but if that's your skillset you're not going to be able to devote time to the skillsets that would make you a good decision maker without the aid of advisors pulling your strings.

I do believe it is an individual's choice and not the governments.
The government,in the past,tried outlawing alcohol and that
didn't work either.
It is up to the person which road they will travel and all you can
do is make them aware of their choices.
