Japan has everything it needs in place to build a nuclear weapon. The only thing they have to do is assemble one.

What makes you think they haven't started mass producing them? You don't play chicken with the Chinese navy if you don't have a few aces up your sleeve.

China has ships, but she has not had a navy in over 500 years.

China reminds me of that guy who gets wealthy, buys a boat cause all the othr rich guys have one, only to find out the guy has no idea how to operate the thing. So instead of going sailing in it he flounders around the marina bouncing off of other peoples slips incompetently.

Chinas navy will only get as close to a us navy asset as the us wants them to. Plus weve largely taken away their (anybodies) ability to target our assets if we choose to.
