If part of your stated motive for moving against someone is racial, then yes, it is racist.

The Charleston Church shooting was racist. This is racist.

The Charleston shooter wanted to shoot blacks. This guy wanted to shoot whites.

So it's okay to use the word racist when it fits your agenda; but when it doesn't, it's a media/Democrat-driven ploy.
