At least he came down hard on her. Maybe that is the part that he meant when he said no on in government knew what he was about to say.

He may have been forced to not charge, but he tried to make sure that people had the rest of the information, including that she broke the law. How are we supposed to reconcile that? She did things that would warrant federal charges, but there will not be any.

Criminally inept...it's called gross negligence - and involving matters related to National Security.

Comey's "decision" (as if he is the one who made it...ha ha) means that anybody can handle classified material any way they want to now - outside of the published guidelines, and in contravention of the NDA they signed - and nothing will done about it (because he just set another precedent!).
