Words mean what the intent of the speaker wants them to mean. A rose by any other name and all.

I have heard the term used as derogatory slang to refer to whites similar to cracker, honkey ect.
I have heard the term used to refer to swindling or fooling someone.

With any other group would there be a discussion as to a phrase being offensive?

I only asked because I have never heard the term used in that way before.

I have always heard it used as an indication of agreement:

"Do you want to go to the movies?"

"Okie dokie!"

Or an indication that things are all right:

"How are things?"

"Okie dokie"

Obama used it differently. He used it as if "okie dokie" is some kind of thing or something. So was just asking what kind of context he was using it in because it sounded like complete nonsense to me.

Yes, but Obama didn't use it that way. He used it differently as if it was a thing. All right, OK, sure are not things. You do not use the term as you would a noun.

That is the quote. He is using is as the object of a preposition. You would not put "all right," "OK," or "sure" in there and have it work. Clearly, he is thinking of it as some kind of thing.

Different people use phrases in different ways.
From the video I dont think it would be unbelievable if someone was offended by his use of the term.
He has used the term in the past in campaign speeches so the video was nothing new from him.

I am an editor. This is my job and what I do. If I received a piece of copy for review where I work that read like this. These are the questions I would be asking. I would not let anyone release copy that made them look like a full-on retard. I would either want an explanation of what they were aiming at or suggest they use another word in that spot.

So I am simply asking ... what was the intention for the usage of "okie doke" in that context. I have never heard it used in that manner and my dictionary does not have it, only Okie (referring to people in Oklahoma).

It is a valid question.
