I can't upload images w/ the new server. Am I doing something wrong, or has that functionality not yet been returned to the site? If it still needs to be loaded, is there an ETA?

I realize this isn't an answer to your question but it's a good temporary solution. Use ImageShack's free service to host any images you want to post in the forums. It can also be used to host avatars if that's what you need.

Possible, but I'd like to load an avatar and it seems to make more sense to me to keep my avatar stored on the site I'm using it for.
