I would be more worried about the possibly massive amounts of Methane gas that could be released in to our atmosphere if any significant change in pressure occurred due to deposits located deep with our crust.

As to whether or not a change in pressure would effect or create more surface water, in all honesty i dont really know.

The earth is growing and contracting just as we automatically breathe. The universe is also expanding and contracting just at a much slower rate.

Its a cool thought, the Earth is breathing, the universe is breathing, just like us. Nothing can stop it. Black holes make a little more sense.
