Well we're not going to give them the same delegate to population ratio we have but we're going to incentivize their population to participate and create a more prosperous lifestyle for the individual while allowing them to preserve their culture.

Either you make them a territory like Guam, American Samoa, and so on where they have no voting rights, or you make them a state, you said you wanted to make them states. The representation provided to states is clearly outlined in the Constitution and is one of the hardest possible things to change in the government since it would also change the balance of power between existing states.

If you don't make them states, things would quickly become a mess.
