It is relating to terrorism based off the Foreign Intelligence Surveillance Act of 1978 and its provisions in 18 U.S.C.,
As far as communications that can be intercepted the argument must be made for it being related to terrorism if they are internal. This was true before Patriot act. As far as external communications, those restrictions were removed.

THIS is why there is such a debate over NSA spying because it did something NOT LEGALLY protected even under the patriot act.

The NSA spying is BECAUSE of the Patriot Act.

He wants to make the patriot act do what it was supposed to do. TARGET OUTSIDE SOURCES.

The Patriot act should be nullified, a TRUE Libertarian is not in favor of the patriot act.
