I'm seeing a lot of blame placed on mexico but when it comes to actually getting them to pay for it it only talks about impounding remittances,
increasing fees on visas and increasing tariffs. None of that actually forces the Mexican gov to pay for anything.
You can't impound remittances if people stop sending them and instead find other ways.
If crossing into the US becomes too costly then visas will probably drop, thereby rendering that ineffectual
Tariffs going up might make it a better choice for Mexican businesses trade with other countries.
All of this depends on congress agreeing to any or all of it.
Also Mexico can play the same game and place a tax or increase it (if one already exists) on the money sent to the 1 million US expats living in
mexico.
They can also increase tariffs on US products.
Going back to congress agreeing to any of it, I don't see it happening.
