MONTPELIER, Vt. - There was a history making vote in Montpelier Wednesday. The Vermont Senate gave preliminary approval to a bill that would legalize recreational marijuana in Vermont. Vermont's lawmakers could become the first in the country to legalize marijuana through the Statehouse rather than the ballot box, but despite Wednesday's milestone, the debate is far from over. By a narrow 16-13 margin, Vermont's Senate became the first in the country to greenlight a bill legalizing marijuana. In other states, it was voters, not lawmakers opening legal markets.

Why are they celebrating putting the cart before the horse? Who cares what the legislators say when the voters make up the populace?
The move follows a year of hearings in the Senate that lawmakers say allowed them to closely consider appropriate limits to place on the drug's use. The current proposal would prohibit users from growing plants at home and ban the sale of edible products containing marijuana extracts.

Because it is Vermont and their leaders see a dollar to be made. They do not care what the populace want and will not give them the opportunity to vote on it.

Because the voters put them in office and it looks like they are being proactive for once on what policy changes the voters actually want.
