Romney, a former Massachusetts governor and the Republicans' 2012 presidential nominee, repeated remarks from last week, telling “Fox News Sunday” that he wouldn’t launch an eleventh-hour campaign for president. But he declined to reject being “drafted” at the GOP convention in July to be the party’s general election candidate.

He's already lost once, in an election he should have easily won. When the GOP went back to "study" the election to see what went wrong, one of the conclusions of the study was that the GOP should let the people decide what candidate they wanted. Obviously, the GOP has not assimilated or learned anything from their own study.

I think he might be hoping for a deal where he gets the nod and Rubio or Cruz becomes his VP candidate.
That would piss a lot of people off but what’s he got to loose (lose.)
He could rationalize it by saying look Rubio nor Cruz could get enough votes in a brokered convention and they don’t want Trump so he’ll be a hero and take the nod as candidate since there’s no on else.
Rubio lacks the stature and they hate Cruz almost as much as Trump

That's because what their electorate wants is quite frankly, insane. That's why the GOP is picking their own, their party has a whole bunch of people who show up to vote that effectively want anarchy. It's just not feasible.
