I understood it as a CYA throw away line meaning "we all agreed not to lay charges so I'm not guilty alone".

She is the Attorney General, to tell the American people that a group of independent lawyers decide what cases are brought and which are nor brought to a Grand Jury is disingenuous at best.

It is her job after all to set the agenda for the DOJ as well as provide legal council to the Executive.
