Of course. It doesn't do you any good to have a bunch of aircraft for a mission if you're going to lose them in bunches on every mission. You run out of aircraft fast that way.

I think it means an A-10 is vulnerable even to fairly low-capability MANPADS which an F-16 is not.

Both are vulnerable to high-performance integrated air-defense ground stations and of course air superiority fighters.
