There are lots of things I used to roll my eyes over for what was considered secret.

However...

The wavelength of the laser does matter. The spectrum of burning jet fuel is key. Adding deuterium to the fuel would push the wavelength into the window, but that's an expensive jet fuel then.

Just put it in the chemtrail spray tank.

You only need to inject it when firing. Should be able to lug some around and dispense it on demand.
