the International labour organization claims that forced labor is, "as all involuntary work or service exacted under the menace of a penalty"

They make exceptions for military service, or penal service. That said....they have to rule the willing, and forced military service is a sort of accepted practice among many nations.

That said, the very definition of forced labor is forcing someone to work, regardless of remuneration.
