Analysis retrieves information (or in this case, like your link, teaches or develops methods to retrieve information)
that information is used to act on.
so no he didn't put anyone on the ground but his analyzing skills or methods that he taught or developed could easily done so.
Unless someone claims it is all a big conspiracy and the analysts are all a big façade and don't bring actual analyzed information and the information that needs to be act on is created by someone at a higher shadow level or the local police that is just out to get some great numbers or put down the evil citizens that don't fit into their view of their local society.
The point is, if it is important enough to mention in an article, the article seem to have been based on either a investigation of the trail or an interview with the family, we can react to that.

Like you said, we will never know what they were both analyzing, teaching or developing and more importantly why they both did stop. We can assume they are not of that age to retire with kids that age and being middle-class like mentioned in the article so there must be a reason why they both stopped doing it.

But in general the one that decides things normally doesn't need collect the data themselves others will do so and the one that decides things normally doesn't have to do it themselves and the one that needs to do it didn't decide it in the political arena wherein the CIA is playing, but they all are part of the process. As we don't know if their former 'being part of a process' bites them in their ass because they didn't fit in or just normally bites them in their ass but they are bitten in their ass.

Those CIA analysts should call their black ops friends in the CIA and have the cops, their bosses, the mayor of that city, and the judges given the CIA "special" , or the "spook works special" Like targeted harassment, electronic warfare harassment, just give them the same treatment, except amp it up 100 times. You will see change in the way those police act then.

It's more likely their "black ops friends" contracted the local PD and SWAT to carry this out. It's far creepier and scarier to realize the reach the people who control you have when they can get local police to harass you.

The tests don't have 70% false positive rates, it's that 70% of items tested could result in false positives, but they don't do so every time. The actual false positive rate is much lower, the real issue comes from the fact that most people are pretty bad with statistics. If you have a 10% false positive rate and you test it twice, the vast majority of people will interpret that 1% cumulative chance of there being something wrong as being 0%.

I think that is the real question here. This goes deeper than just some random bored law enforcement looking through garbage. He was being sent a message.

In the UK they implemented the RIP bill some years back that requires you surrender a "key" that will unlock any electronic communication that is protected by cipher.

Electronic communication occur globally across international borders in public and private communications so it is interesting to see how each government interprets this law.

Germany has historically had some of the toughest laws covering electronic ciphers, probably dates back to WW2 secrecy.
There is a high censure-ship rate in Germany and historically practically nothing gets proliferated through the public media under private key.

Tyranny is a relative term, The US government disclosure is dependent on obfuscation, as it is in Britain.
I'm not sure this is fair but whats the alternative?

Simply not true. Each test per substance was repeated 3 times, and 70% of the TESTS on non-MJ plant matter resulted in false positives. While not every type of plant matter in existence was tested, 42 types of common plants is enough of a sample to say that the actual false positive rate is very close to 70%. Not to mention, most of the (positive) plants would be found in tea or normal kitchen or garden garbage (peppermint, st johns wart, eucalyptus, cinnamon, basil, chicory etc.)

A test with false positives worse than a coin-flip being used as justification for warrant is unacceptable.
