It looks like the symbols are raised I think maybe they used it to make seals or to stamp things,like the rubber stamper things we have now.
The could have used it to stamp soft clay or even put some "ink" on the symbols and stamp things.

Its too modern real looking to be really old.

I thought the writing looked familiar, for at least half of my life i've been fascinated with forgotten languages and ancient alphabets, Sumerian is one I used a lot for writing stuff in my early 20's but that was a while ago.
