Libya had a welfare system 40 years ago based upon oil production long before Quadafi was killed. Every man got the equivalent of 20,000 a year free. No one was inspired to work, basic infrastructure maintenance failed; water, electricity (no reason to work as were on a social welfare system) and now are overrun by ISIS. Socialism/communism has never worked as a viable Utopian vision because the true visionaries are not allowed to exist within a state run/funded actuary class of government clerks.
