Please provide all the information to confirm that the story is true. If you cannot confirm it, explain why you believe it, please. It is well known that fascist nations actually organize groups of civilians to beat up "enemies of the state." The Brown Shirts in Nazi Germany, the Black Shirts in Fascist Italy. It is the regime that encourages this behavior that is criminal.

Or perhaps you mean that Fascism doesn't involve roving gangs of thugs? Course if we were to stick to the dictionary definition of Fascism, we find no mention of "roving gangs", or "thugs". Just because some historical figure used that technique doesn't make it a part of Fascism.
