If you think Rick Snyder was the approbate for promoting fear you may be wrong. He is only highlighting potential threats to the security of his states citizens which is his obligation to his constituents. You have no idea what Arizona is experiencing now with drug traffic/illegals/mules. The Federal District Court in Tucson is the second busiest within the entire Fed.
