This just seems really unlikely. No space agency has claimed these objects, afaik, so that part is the mystery. Wanting to avoid tickets from littering is just laughable, no offense, but come on lol. NASA wouldn't care if some small town sheriff sent them a $25 ticket for littering lol. Plus I don't think anyone would consider space debris as litter, let alone write tickets for it.

The idea of problems with environmentalists seems unlikely since we're talking about small objects here. Which are still a mystery, at least for which country's space junk it is...
