At least, I've heard that....It raises the question that if there ARE 'regulations' on these 'services' then when did they happen? Why don't we know about them and, even worse, these services have gov't approval??

Not in California it isn't against the law.
Same damn company or other calls at least daily and leaves a message!
Besides, scamming 'is' against the law.

I answer all numbers I do not know with "bonjour." Lol I don't speak French but it works and they never call back!
