It doesn't matter, it's not related to anything federal in the sense of our government.
It's a private banking cartel, meaning: The U.S. has no authority over the actions of the Fed, such as audits.
Whether or not it's Constitutional I personally would consider a bleak point - don't take my word for it, take the man's who signed the legislation

Understanding or at least investigating fractional reserve banking, fiat currency, the petrodollar, is essential to understanding how geopolitics and
American politics fundamentally work.
It's also said the same families who own the Federal Reserve (Rockefellers/Rothchilds) assisted in spreading rumors and speculation that evidently led
to the Great Depression, then came in with "their own fix" to a crumbling economy.
The Rockefellers, Rothchilds, Warburgs, Kellermans, these are the elite, in my opinion, and there are many more.
This "is" the New World Order that is spoken of, and their immense wealth, and control of nations is how "they" plan on ushering it in.
Of course, I could completely wrong, and probably am.
But I've always seen fractional reserve banking and the Federal Reserve, its inception, and the men behind it, as master culprits of a grand scheme to
enslave a nation through unpayable debt, therefore - at the right timing, being able to collapse (call in their debts) the economy once again.
A new world born from the old, a new world order.
It is one conspiracy I have always had credence to and personally believed.
