It appears saskwatch that planetary functions may go on at times w/o the inhabitants of the planet knowing
is it part of the process of management with a type 0 + civilization? being managed by a more advanced type civilization?

with these processes, there may be need for the planet being managed to have contact made with those of the managed planet who are deemed MORE ADVANCED then others on said planet or WHO ARE CAPABLE OF HANDLING PLANETARY FUNCTIONS yes MORE PRODUCTIVE THEN OTHERS on said planet. Think from AN (outside point of view) of the EA*RTH land masses and activities -medical/technological developments -advancements -education -military support ability both on and off planet and you can begin to see why saskwatch some nations may be involved in Top Secret National Security Associated activities with recovery / removal of top secret planetary items and or members...

Thinks water? If most of the planet of EA*RTH is water more then land then if something came into EA*RTH space from outer space, where is there a larger chance for said object(s) and or inhabitant(s) to land? And so if a nation has a strong water force as well as land does it not make sense from a outer perspective to contact them

In other words, you do not believe humanity is in control of its own destiny; what's more, you believe that there is a superior caste that is favored by the cosmic masters. This sounds pessimistic on the one hand, and like a justification for oligarchy on the other.
