Why can't they just be part of the normal congress?

The idea is that they can band together to represent specific issues that they don't have the people to bring up to an individual member of congress. Creating voting blocks like this is how things get done. They have them for all types of things and not just racially. There's a lot of them, here's the list

Pretty much all members will be on a few, it's how you can build a voting block to actually get something passed. For example the House Freedom Caucus has had enormous impact on the selection of a new Speaker. They've all agreed to vote as one group, and won't vote for anyone they perceive as too moderate. To quote them, they "don't want a traitor who is going to turn around and make deals with the enemy" which is how they see Boehner and his attempts at working with Democrats.

Effectively they're a big enough group that no one is getting through the primary to be speaker without them, and without them one would need to carry every other republican plus 25ish Democrats.
