So I am reading today about Social Security not giving a COLA for 2016. The statement was because of the low cost of gas.

Now please correct me if I am wrong, but any other time the government talks about inflation, or the lack of, that they are always careful to point out that gas and food dont count in inflationary measures.

So it looks like they have it both ways now. When it benefits them in not paying out.

you are completely correct, gas and food aren`t a part of their formula for calculating the rate of inflation.
