Once a social security check is cut a persons medicare was already taken out. Meaning one program is paying for another one.

That's when the medicare surtax was created to cover the difference.

That still doesn't cover it.

That's when the alternative minimum tax was created to make sure the evil rich were paying their fair share for something they will never use.

That doesn't cover the shortfall so they raise taxes on tobacco, and alcohol for example.

Government programs ALL work this way.

All government programs are ponzi schemes first in.First out. Leaving someone else holding the bag.
