In my experience with UFO threads on ATS, about 9 times out of 10, when someone tells you what it's not, they are telling you what it is, in this case, not the ISS; it's probably the ISS. If they says it's not lens flare, it's usually lens flare, and so on.

Yes of course there are many videos where the UFO is only a few pixels where there's no way to even guess what it is, but that also means prosaic explanations can't be ruled out either. There aren't many that leave me puzzled but I really don't know what's in this Nellis video from 1994 nor do I know if it's an authentic video:
