One possibility is to set-up a mass driver on either (or both) of Mars' moons and bombard the poles with regolith from the surface of those moons. Their albedo is only 7-8% so powdering the icecaps with this stuff will substantially increase the thermal absorption and consequential sublimation.

I would have thought they needed to find a way to ramp up Mars core and increase the magnetosphere. Bombing the poles won't do that.
