The Obama administration is developing a package of unprecedented economic sanctions against Chinese companies and individuals who have benefited from their government’s cybertheft of valuable U.S. trade secrets.
The U.S. government has not yet decided whether to issue these sanctions, but a final call is expected soon — perhaps even within the next two weeks, according to several administration officials, who spoke on the condition of anonymity to discuss internal deliberations.

Nobody can create hurricanes and if they did, they would have no control where they went, especially with 4 interacting with the weather all at once.
I'd say this is just more bologna that is trying to insert absurd conspiracy theories into everyday events. Hurricanes are natural, China has many industrial fires a year from having poor standards, and sanctions are responses short of war.

Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques
Article I
1. Each State Party to this Convention undertakes not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party.
2. Each State Party to this Convention undertakes not to assist, encourage or induce any State, group of States or international organization to engage in activities contrary to the provisions of paragraph 1 of this article.
Article II
As used in article 1, the term "environmental modification techniques" refers to any technique for changing - through the deliberate manipulation of natural processes - the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space.
Article III
1. The provisions of this Convention shall not hinder the use of environmental modification techniques for peaceful purposes and shall be without prejudice to the generally recognized principles and applicable rules of international law concerning such use.
2. The States Parties to this Convention undertake to facilitate, and have the right to participate in, the fullest possible exchange of scientific and technological information on the use of environmental modification techniques for peaceful purposes. States Parties in a position to do so shall contribute, alone or together with other States or international organizations, to international economic and scientific co-operation in the preservation, improvement and peaceful utilization of the environment, with due consideration for the needs of the developing areas of the world.

I think you'll find that there is a good history of hurricanes and cyclones happening, some of which have been particularly destructive. The current levels are not different from the past.
This is the first recorded occurrence of three Category 4 hurricanes in the central and eastern Pacific basins at the same time. In addition, it's also the first time with three major hurricanes (Category 3 or stronger) in those basins simultaneously, according to hurricane specialist Eric Blake of the National Hurricane Center.

The discussion on sanctions by the US govt and the decision coming soon adequately covered a rational response to cyber theft. No need to bring in wild fantasies about creating 4 giant hurricanes launched at Hawaii or insignificant fires that no nation would ever consider as vital infrastructure to attack.
