Judging by the sun's position, It looks like a sun ray shining through a very small opening in the clouds. It doesn't appear fake as the "ray" can be seen in the reflection on both cars.

It also looks as though there's a building reflected on the first cars bonnet but it isn't in either photo. Or am I just seeing things?

well on the second pic you can see the reflection of the beam on the car hood, so either its real, or the person photoshopping it remembered to cast its reflection

Of course I can see it, but I don't think it's related to the sun ray shining through the clouds.

makes me wonder if this other sort of technology to control the lightning, is possibly being tested?

You can see the reflection in two spots on the VW in front.
Maybe some digital camera or phone person knows?

I was researching this event yesterday and found the these pictures were taken from still frames of video. During the capture process on the iPhone, the lightning will be rendered as a shaft of light. Several examples are available online and this effect is known about.

And the reflections? Camera wasn't saturated in that area?

Actually, when you open the picture in PS, the shaft of light is pixel perfect through the reflection on the car. So yes, this is a camera effect from the CCD taking in the light causing extra brightness that added to the pixels in the column in addition to the light hitting them directly from the scene.
