Yes, It's exactelly that. You must tell where and when he can act, and he'll do so... maybe you will have to give him a few compassasion...

They are a sort of gang, very well organised and they still can attack many personalities. His dream is to pie the pope (Why ? ).

They are very well organised but sometimes they are hurt by the security service and the bodyguards of peoples they want to hit.

In fact, when they act they are numerous to attack the target and very well informed about their habits and moves...

If they was real terrorists, they would kill many great personalities...
