In what way shape, size, methods would the citizens expect to move around equipment and personnel for trainings,deployment, relocation etc?

RICHMOND, Va. — Were you stuck in traffic along interstate 95? Did you see a large truck convoy being escorted by Virginia State Police? Don’t be alarmed.

All the CocaCola trucks could be going to an event. Sports arena, concert, etc....
But, living near Terre Haute, Indiana, I see lines of trucks like this fairly often on I 70. You see them parked on off ramps, waiting for stores to open, then convoys heading in to town.

It was a convoy to benefit The Special Olympics in October of 2014.

All clear

This is not the same footage from earlier this year of trucks in the same area?
I counted nearly 100 trucks and judging by the sun headed Eastbound.
If I were FEMA or DHS that is exactly how I would move things without arousing too much suspicion of military activity.
