Pearl Harbor was an act of war because it was an attack by another country. Countries go to war.

ISIS is not recognized as a country, so if some nut was acting in their interests, it is still terrorism, not at act of war.

ISIS is recognized as a terrorist organization.

Much terrorism would be the same definitions for acts of war, but we don't declare war on terror groups and we call it acts of terrorism. If another country, it's government or military in specific, were to commit terrorism upon the US then it is an act of war. Even then, it is not certain that we will declare war upon them.
