It could be "The War Game" which was censored by the BBC because they thought it would cause mass panic.

Maybe it was "The Day" - it's not black and white but is devoid of most color.

Wow! I really didn't think I'd see any responses at all. Anyway, a bit more info. When I say many years ago, I'm talking in the 2000-2005 range. I don't know if that's when the movie came out though. It may have been older. Unfortunately it was none of the suggestions made so far. I know I'm not providing a lot to go on, it just looked cool and has bugged me ever since. Thanks for all the effort so far.
