Check out the actual pictures of the alien civilizations that developed this technology. One of them is a Caucasian-type creature who likes to wear planet of the apes mask.

However, regarding a lunar base, did you check out the testimony of one of the people on Greer's "Disclosure Project"? He claims that he is willing to testify before Congress that he saw photographic evidence of a lunar base on the "back side of the moon". Check it out!!!!!
