The Justice system works fine. It's minorities bogged down in a culture of gangs and criminality that is the problem. Fix the problem of the culture, you fix the justice system.

You know what I was told when I was given a toy gun when I was a kid?

"Don't EVER point this at police men or strangers."

Oh, and this was before the orange tip was common place on toy guns. Let's not forget the fact that young Mr. Tamir removed it to make it look more real. And then when police arrives, they see a person with a gun in his waistband, then he reaches for said gun.

Did the police overreact? Yup.
Was Tamir a stupid kid that didn't even know something as simple as "Don't point your toy gun at strangers and police officers?" Yep.
