The Bulgarian cabinet has approved negotiations with Belgium, the Netherlands, and Greece. It wasn't stated if they are for used, or new aircraft. Negotiations with production companies for new aircraft has not been excluded. At least 9 aircraft will be purchased. Poland is in the process of repairing Bulgarian MiG-29s, and engines, after offering a better price than Russia for the services.

The Bulgarian cabinet approved on Wednesday the country's participation in negotiations for the purchase of new fighter jets. This was announced by Defence Minister Nikolay Nenchev after the government granted him mandate to head negotiations with Belgium, the Netherlands and Greece. It was still not clear whether the negotiations will concern the purchase of new jets or second-hand ones, daily Dnevnik reports.

Most likely. There are quite a few second hand F-16s coming available in the near future. Israel is offering some of their A models, with the ACT upgrade to Croatia.
