Cause ESA is good at under planning =). They would send a mission to dark side of moon and forget to add a spot light.

This actually happened in 2006. 10 years of developing instruments and planning down the drain. Had it continued on course it would have launched this year and we might have found life around a nearby star next year or the year after. Instead we're trying to replace different aspects of the science it would have delivered with other smaller, often less capable instruments:



Space science needs long term planning and stable long term budgets. The current "win at all costs" US political system as people seem all too willing to accept, unfortunately provides anything but.

Yep, thats how our gov't works. The private industries create the laws and provide guidance on gov't programs while our elected officials robosign them or blindly follow. Hence, why private industry is typically on on the winning end. Even when they lose they win (bailouts).

it typically boils down to what will make the most money for the largest Oligopolies lobbying congress.
