IDK...If there is a car 'wreck' bodies recovered could be called 'Victims of the wreck'...without the crash being caused by others. The prevailing theory was that the "Disk" was struck by lightning...in a massive electrical storm...but a shoot-down can not be ruled out.

How can 'victims' be part of the text on Ramey's memo if it was a weather balloon...

You can see almost anything in these blobs of ink. But if the word VICTIM (or VICTIMS) is really there - it does not necessarily mean that there were alien bodies lying around.

You can also be the VICTIM of a story, or the VICTIM of your imagination. Perhaps the memo simply pointed out that Haut had been the VICTIM of his imagination or a VICTIM of bad phrasing. Haut had informed the press that they had found a "disc" - indeed, they did, it may have been a radar reflector. But due to Arnolds stories the public interpreted this as "they found an alien spaceship". That, of course was not only ridiculous in Rameys eyes but also dangerous for national security: Ramey probably knew about the various experiments with so called "weather balloons" (the were spying on the Ruskies) and the last thing he needed was a stampede consisting of avant-la-lettre UFO enthousiasts, I can imagine. So, Ramey went into full damage control and may well have written a memo to Haut cs to explains that somebody (Haut?) was the VICTIM of miswording, bad phrasing, misbelief, what have you. Something related to a "disc" (the quotes may well be there to indicate that it was not a saucer).

its an interesting turn of phrase , if iamatat is right and the first word is 'I' leaves the odd phrase ' I am the victims/victim of the wreck'

was Ramey taken over by an entity/ENTITYS that wrote this through Ramey? , might explain why there an odd jumblement of CAPITALS and lower case throught the body of text, almost like a child had wrote it

I've asked this before- Why would disc be in quotations? If it was an actual crash of a flying disc, there's no need for it to be quoted. If it was a crashed balloon, but initially reported in the newspapers a day earlier as a crashed disc, then quoting it would make sense. It would show the word disc is being used in the context of so-called disc in the memo.

I guess you see what you want. I can see FINDING in place of VICTIMS:

as much as the text is obscured , it should theoretically be readable , the problem lays in its hand writteness. Surely general Ramey must have written a multitude of notes , if we had a range of his writing *clear and readable * we should be able to back engineer his writing just from the blobs.

if we was to take his handwriting and reproduces the noise and resolution degradation as we see in this memo.. just maybe ...

to add: that sentence you extracted would make sense if you add the word 'Decoy' , but then that just adds more mystery
