If they were looking at Blue Water ops, I'd agree completely with you. But if you look at the classes, they're geared more towards infiltration/blockade rather than deep water ops. The Sang-O only has a 1500 nm range. The other class that I can't remember the name of off the top of my head has a 50nm submerged range, and under 600 on the surface. It's designed to carry 6-7 man teams into shallow water.
