First I have nothing against the individuals brought over here. My rant is against management replacing home grown talent with cheaper H1Bers. It probably looks good on the balance sheets. It's getting to state that in a tech firm there are more H1Bers than Americans. Does that sound right?
The long run results will be to remove that buying power that was present and then blaming us for not being able to buy the product. What goes around comes around. What is your prediction on the end game results of doing this?

I think they are people that come over on special visas from India and such to work in the tech industries.

Actually, it is a pretty magnanimous effort by the USA to open up its arms to mass quantities of such destitute foreign nationals and provide them with either low paying work or social benefits so that they may move up the ladder of slavery that they existed on by a rung or two. The problem, and it is a massive one, is the effect that this is having on an existing American workforce that has already been under attack with widespread job loss, unsustainable income reduction, and a fast track into the workforce abyss without even being givien the courtesy of a reach around! If the existing American economy was healthy and flourishing then welcoming in such poor destitutes would have been an act of caring and kindness. As ethnic replacements, it is and was a conscious effort to eliminate those same Americans that built this nation into the powerhouse that it became. It is a sellout, a double cross, a genocide of the working class but I suppose ALL Socialist/Bolshevik/Communist movements require such draconian measures, don't they?

I was under the impression a company had to proove there was no possible hirersble person with the correct qualifications. This stipulation was leading most jobs to hire contractors or people that would simply e commute and never do more than business trips into the country?

Definition - H1Ber - 1) loyal Hilary supporter with a fondness for Bill.

2) A new lingering cold and cough virus that lasts for an exceptionally long time...up to 4 years.

Uh, no. An H1B is a Visa granted to foreigners to work in the US. Usually in universities and schools and big corporations. But smaller companies too. In grade schools it is often for math and science teachers because the US genuinely lacks quality teachers in these fields. As evidenced by the US ranking in these subjects. There is a school district in Texas with mostly foreign teachers for the subjects. Google "Harmony schools" And they are often not "low paid". My husband will be getting his H1B soon to teach at a University in the US.

Also there are a lot of checks and balances on the H1B process. The employer has to prove there is not a qualified US employee available that can do the job and that the foreign worker is not displacing an American worker. Plus by law they have to pay the same amount an American worker would be paid.

If so, I hope it has bacon on it.

Have you SEEN America's ranking in science and math? It's abysmal. Ever consider that maybe the reason that companies are looking outside the US is because the available pool of people they want to hire is under-qualified because they don't understand what they are doing?

Ranking of Countries in Math and Science

You can only get away with poor math and science teaching (ex: Creationism "science") for so long before it starts to bite the workforce in the ass.

Well, it comes down to well structured and documented solutions built by self educated lifelong professionals with western cultural experience and technical acumen sufficient to the task of business analysis.

People who graduate from professionalized software monkey day care will never provide those necessary elements.

Foreign talent can sometimes (rarely) but, anyone good enough to do the job would demand a commensurate rate or start a new business.

This is how we spent $1,000,000,000 on a defense department database that was scrapped and that was before the health care debacle at approximately the same expense.

Private companies are merely doing what they see everyone else doing and most attention has been paid to so-called "best practices" which are guidelines, not instructions.

Essentially, nobody knows what they are doing but, that's OK because most developers who do understand aren't working directly for IT managers anymore.

It's a level playing field minus the all stars.
