Why do people believe conspiracies never happen?

History has shown use that they do happen pretty often(american sicilian mafia, drug cartels, political kickbacks, rigged elections,political coups,communist revolutions, etc)

That's a useless statement all people's actions are driven by agenda. Everyone has an agenda. All groups have an agenda. It gives them direction and purpose. Having an agenda isn't necessarily a bad thing.

I agree with this in principle, that is to say an agenda can be seen as a plan of action.

However, wouldn't it also be true to say that the expression "to have an agenda" in its modern day usage implies a hidden agenda? Therefore an ulterior motive, which if shared, then becomes a conspiracy? I know it's semantics but...

I guess it depends on how people define "conspiracy".
