Because the US tries to make friends with struggling countries in strategic areas who have a good chance of being grateful and friendly back. And they thought it a good idea to help poor countries out of the Cold War.

Are you insane? Do you realize that if either side launches nukes, the other side would have to do the same because they wouldn't have had a second chance. Which would undoubtedly lead to hundreds of millions dead people on both sides.
