As of July 5 2005, Karla Teale a.k.a Karla Homolka will be a free person after serving out her 12-year sentence for two counts of manslaughter and will be able to live anywhere she likes in Canada free of parole and the right to refuse discloser of where she goes. Corrections Service Canada feels that she is still a high risk to re-offend. Homolka had been sentenced in 1993 after pleading guilty to two counts of manslaughter for her actions in the sex slayings of Kristen French, 15, and Leslie Mahaffy, 14. At this time, Ontario Attorney General Michael Bryant said he would explore every single legal avenue available to protect the public, which at this time seems to be a curfew and who she associates with.

Schoolgirl killer Homolka Could Quietly Slip Into Any Town In Canada: top cop

GREG BONNELL

TORONTO (CP) -

Karla Homolka

Convicted Ontario schoolgirl killer Karla Homolka, considered a real danger to reoffend by the National Parole Board, could quietly slip into any community across Canada after her release next July.
"That's a possibility," Det. Wil Tonowski, one of Canada's top police officials dealing with high-risk offenders, said Thursday. "She doesn't have to say at all where she lives."
Canada's new national sex offender registry requires offenders to surrender details about their whereabouts, but Ontario's Ministry of Community Safety says Homolka - who goes by the name Karla Teale - doesn't qualify because she pleaded guilty to two counts of manslaughter
As her July 5 release date approaches, she'll be asked by her parole officer where she plans to move. But it's within her rights to refuse to disclose that information
Ontario Attorney General Michael Bryant said Thursday he wouldn't stop Homolka, 34, from living in the province, but that under the Criminal Code he could implement curfews and other restrictions on how she lives to protect the public.

The media has been reporting that Karla is thinking of moving to Alberta after here release from prison but this is still unconfirmed. Her 12-year sentence also included the involvement of the 1990 Christmas Eve drug-rape of her 15 year old sister Tammy at there home in St. Catharines, Ont
Holmka became a Crown witness and testified against Paul Bernardo her former husband who currently is serving a life sentence. I personally think the government screwed up big time over this by making a deal for her testimony they had the tapes found in there home along with other evidence.

Well, Alberta. Why am I not surprised by this choice?

Oh well, everyone knows Karla's face. She won't be safe anywhere, and that brings me some measure of comfort. Even if the government dropped the bal I trust that the citizens of Canada - even Alberta- will pick it up.

I don't believe they had the tapes till after the deal was made.I think her lawyer got in a bit of trouble because he knew about the tapes.

Sounds like you have some serious legislative issues in these cases that need to be addressed immediately. It's a shame they haven't already been addressed. I fail to understand how it could be within the rights of someone on parale to disclose such information even to their parole officer. Am I reading this correctly? Is this accurate?

I think the reason Karla is not required to disclose her location is because when she is released, she will have served her whole 12 year sentence. So once she is out, she doesn't have to report to anyone. As far as I'm concerned, her deal should have been overturned on an appeal, and that lawyer that suppressed the tapes should be in jail. Maybe that doesn't quite agree with our laws, but I'm sure we could have made an exception, just this once.

This is one of the most sadistic, and genuinely distrurbing crime stories I have ever read. It just goes to show you that evil always fins allies to help carry out the work.......Im not connected to the case........but if I were a member of the families involved.....I know how Id take my revenge when they are released......by paying lots of well hung guys to use them like rag dolls for a few moths and see how they like being on the recieving end of rape and torture. Man I just feel

The worst part is that most people feel that she masterminded the sickness, and then turned state's witness to cut herself the sweet deal that she got. Goverments suck.. Joe law abiding citizen rights take a back seat to the poor criminals rights. It's a twisted society we live in.

OT: In Canada the prisoners are allowed to vote (Talk about a travesty of Law)

That is no longer true.

IMPLEMENTATION OF THE NATIONAL SEX OFFENDER REGISTRY
Note it states National registry. I believe that prior to this some provances had laws of their own. This to me implies that it now covers all of Canada

OTTAWA, December 15, 2004 -- The Honourable Anne McLellan, Deputy Prime Minister and Minister of Public Safety and Emergency Preparedness, announced today the implementation of the new national sex offender registration system.

"The implementation of the National Sex Offender Registry reflects a consensus reached with provincial and territorial partners to establish a nation-wide sex offender registration system, and is another demonstration of the Government of Canada's commitment to enhance public safety and security -- especially for children," said Minister McLellan.

Snipped a portion, You can read the whole text at the link below. Now for the important part.

Convicted offenders will have to register within 15 days following a court order for registration or release from custody. They will be required to re-register annually and within 15 days of a change of residence.

They will also be obligated to provide local police with information such as addresses and telephone numbers, names and alias (es) and identifying marks and tattoos. Penalties will be provided for failing to comply with a registration order or for not giving truthful information.

QUEEN'S PARK, ON, Dec. 15 /CNW/ - Ontario welcomes today's implementation
of a national sex offender registry, Community Safety and Correctional
Services Minister Monte Kwinter said today.
"Ontario was the first province in Canada to have a sex offender
registry," Kwinter said. "We are pleased to see that the federal government
and the other provinces and territories recognize the value in tracking sexual
predators that would prey on our most vulnerable citizens."

I would also like to point out that there are several web sites that have Sexual Offender lists as a public service. A quick Google search will give you tons of them.

Shots; very nice post But, and here's the clincher.

Karla will be a free woman when released, she was charged with two counts of manslaughter, did her time in full and was not charged with any sex-related crime so her name will not be on the Sex Offender Registry.

There are other sources that think differently. Considering the gravity of the case and what the parole board has stated, I would like to think they have all avenues covered.

Still deemed dangerous by the National Parole Board, Karla Homolka, convicted in the slayings of two schoolgirls, won't be allowed to fade into obscurity when she completes her 12-year prison term in July, Ontario Attorney-General Michael Bryant promised yesterday.

Instead, Mr. Bryant said he will "look at every legal avenue" to ensure the public feels protected after Ms. Homolka walks free from the women's prison in Joliette, Que.

That will almost certainly mean applying a section of the Criminal Code allowing authorities to monitor high-risk ex-offenders, the province's top law-enforcement official said.

A parole board assessment, released this week, concluded that Canada's most notorious female prisoner poses a major risk of reoffending.

Note the comment: won't be allowed to fade into obscurity when she completes her 12-year prison term in July

She's Backkkkkkkk! *and apparently she has since re-married, living in Guadalupe and now has 3 CHILDREN.

Yes, this MONSTER now has young children.

Karla Homolka (freed ex-serial killer who disappeared after her TOO SHORT, minimum security stint) was seen back in the country in Montreal last week (late OCTOBER, 2012) when this discovery was made. www.chch.com...

A woman who kidnapped and killed teenage girls (including her own little sister) only to get 'off on a deal' (called "A Deal with the Devil, in bookform @ www.crimelibrary.com...) because the police didn't find videos in the ceiling rafters of her and her husband made proving she actively (and HAPPILY) participated in until AFTER the trial when they were attempting to destroy the home they lived in. By then, it was too late. Her entire facade of 'spousal abuse', etc and being forced to tolerate 'his' murderous intent has since been proven FALSE.

HOW in the hell is a DANGEROUS OFFENDER supposedly on the LIST allowed back in Canada, UNDER ANY NAME while walking around with her nose in the air.

and she loves to rub it in too., lovessss the attention, acts like a movie star. *VOMITS*
