"The International Court of Justice (ICJ), the United Nations' highest legal body, is to announce Wednesday whether it will hear a case filed by Serbia and Montenegro accusing eight NATO member states of genocide during the alliance's 1999 intervention in Kosovo.
The eight -- Belgium, Canada, France, Germany, Italy, the Netherlands, Portugal and Britain -- have argued that the world court is not competent to consider the claims."

I remeber watching that confflict on TV and there seemed to be a lot of targeting of civilian targets, including the bombing of a train. Perhaps this should go to court.
It's just a shame that they are saying the US is out of jurisdiction.
