Yes....he was tied up and carrying a gun.....a rifle by the looks of it.
I think TheGreazel may be right.

Why would someone who's bound by the hands run into all those police who are firing in his direction ?
Was he a hostage ?

It looks like he emerges out of the flash from a flash grenade and just runs towards the gap. He goes down and you can see the rifle dropping from his shoulder and his hands are clearly tied together.....I don't get it.

Has someone tied him up, threw the rifle over his shoulder and told him to run toward the police ?
He must have been a hostage. That's the only thing I can think of, as his hands were tied.

That picture you posted isn't clear enough to show anything definitive.

I am 60 years old now and yes I was a soldier I served in East West North and Central Africa plus did 6 months tour in the Leb. This was in the early 80s. Perhaps I did miss some thing? All the same its a very iffy case which ever way you look at it.
My Regiment was based in Corsica. 2em REP 4 cie (behind battle demolition sabateurs) specialised in demolition. I was in 4 war zones and lost quite a few friends. I think with all events, there are a number of strange occourances, on this case the ones I've come across are

The head shot. Does not "look" like it, but we were not there.
The news reporter stated "the blood was PUT there"
The area where the police man was shot is 2-3ft away from the blood stains.

On the roof there were people filming. Some of them had vests on. Could be easily explained but could be more to it.

The car had chromed wing mirrors in some photos and in others they were black.
The car is seen abandoned in 2 completely different locations in photos but the abandonment has been set up to look the same.

The brothers were known to authorities and had previous contact I believe (similar to boston story)
The terrorists are dead and we can't extract any information from them.

The policeman in charge was found dead, alleged suicide. Show with own gun. He was the second man from same office to meet a similar fate.

According to the media. The hostage taker had two AK47s in that store.

How this guy managed to Reach that close to the front door is amazing. It shouldnt be possible. There were at least one police inside to the right and one or two on the left side. And the rest shooting in from the front door. What a mess this entry was. At one point you can see one cop inside the building move in the line of fire from the other cops.

So many anomalies...

1. Why did the Kouachi brothers conceal their identity (wearing balaclavas) during the attack at the Charlie hebdo offices yet leave their ID Cards in the getaway vehicle?
2. Why did a Charlie Hebdo Journalist, categorically state that one of the attackers had BLUE EYES, when both suspects had brown eyes?
