Its strictly esthetics. I don't care for the way that "the PTB" looks in print but "tptb" looks kinda cute. But I enjoy saying " the P that B", yo.

Use example number two in a sentence to help clarify what you mean. I guess you'll have to start with "Powers That Be" or you'll have to add a "the".

It depends on the need for using "The" in reference, statements etc.
