H. Res. 758 - Thursday December 4, 2014:

The resolution (paragraph 3) accuses Russia of an invasion of Ukraine and condemns Russia’s violation of Ukrainian sovereignty.

The resolution (paragraph 11) accuses the people in east Ukraine of holding “fraudulent and illegal elections” in November.

The resolution (paragraph 13) demands a withdrawal of Russia forces from Ukraine ...

The resolution (paragraph 14) states with certainty that the Malaysia Airlines flight 17 that crashed in Ukraine was brought down by a missile “fired by Russian-backed separatist forces in eastern Ukraine.”

Paragraph 16 of the resolution condemns Russia for selling arms to the Assad government in Syria.

Paragraph 17 of the resolution condemns Russia for what the US claims are economic sanctions (“coercive economic measures”) against Ukraine.

In paragraph 34 ... condemning the Russians for what it claims are attacks on computer networks of the United States and “illicitly acquiring information” about the US government.

[T]he resolution singles out Russian state-funded media outlets for attack, claiming that they “distort public opinion.”

[Statement] that “military intervention” by the Russian Federation in Ukraine “poses a threat to international peace and security.”
Reckless Congress 'Declares War' on Russia - Ron Paul

If you haven't grasped-onto the "Reckless" aspect, read Mr. Paul's reaction to each of the above within the "SOURCE" article.

( 'hypocrisy' ... comes to mind )

This part in the bill is comical.
Paragraph 16 of the resolution condemns Russia for selling arms to the Assad government in Syria.

Yet what Americans and EU countries are doing to the FSA/ISIS is not exception right? America has every right to sell Arms to the terrorists backed by Saudi ruling families and Qatar.

[T]he resolution singles out Russian state-funded media outlets for attack, claiming that they “distort public opinion.”

Russia Today distort public opinion? oh and CNN, BBC are all grand news network, i have such a great ammunition for this stupid resolution.

even though the US government has provided no evidence the Russian army was ever in Ukraine.

Even those anti Russian posters here on ATS have claimed the same yet rovided no evidence the Russian army was ever in Ukraine.

This may be the main point of the entire H.Res. The whole mess over there is about the natural gas pipeline proposals (Middle-East to Europe). Qatar/Saudi would love to get a $1 trillion gas business to Europe. So would Iran. Russia already has that and wants to keep it !! Most of the Russian gas flows through Ukraine (I think).

A great example of the "Sherlock Holmes" complex indeed !!!

You`re right, it would however been bypassed by the South Stream which has now been cancelled. In Western Media trumpeted as a defeat for Russia, but Russia made a new deal by now building it to Turkey, and all of sudden EU wasn`t going to stall it anymore (the stalling began earlier this year).

The West realised they made a big mistake by stalling it and now have Erdogan as being the ringmaster, and now also the Caspian Sea gas is being blocked.

Notice there was no endless debate about it beforehand in the media, hundreds of votes for and few against from both sides of the isle?

"We resolve to blame Russia for everything we did."

Didn't work for the Nazis either.

And on a side note...

Ukraine has paid for its gas and gets gas from Russia again.
